He is 59/24 and seems agro. Do we call this bet? And is it maybe better to raise on flop?

I don't like raising the flop as we pretty much never get it in ahead and could be drawing very thin if they have a higher FD.

I'd call flop and turn, river I feel they have 5x or are just bluffing, think I'd lean closer to a fold as we have bottom two pair and lose to every 2 pair combo.

would just call down here vs this guy unless i have accurate info on his riv bet sizing tendencies - gonna see enough 89 9T and busted flush draws to make folding a mistake

I think I would raise the flop. Harvie is right that it can be a problem versus bigger flush draws but we have the showdown value already. We hate life if the four straight appears on the board as well.

I would make it just 10bb and hope that he slows down and gives us the option of checking behind on the river if we need to.
