For sure 4bet if he 3bets 28%! No mean to shove I dont think, you still want him to continue with his weak range. Yeah i think checking down is better.

I'd 4bet preflop but 29 hands is no sample to base a decision on really. I would check this behind and check down postflop on a bad board. The problem being a pair is not going to fold very often on that board to a bet imo.
