utg and mp are fish, mp is 63/28, pre is standard, go 4 way to flop with TPTK with SPR around 3, I thought that low you have to commit, can I fold after fish shoves?

If villains are fish then make it bigger pre.

Against a player like this I'm not folding TPTK when he can have worse Kx and 54.

Everything super standard given the table dynamics described by you (though preflop sizing could be a touch higher). As played I wouldn't ever fold vs. a 63/28 guy on this board texture. Sure you'll see a set here sometimes, but when someone plays 60% of his/her hands he/she has to be wider than you in this spot.
