This purely depends on villain's tendencies. If he will 3 barrel or bet the river light you should call and check call bad rivers and check raise rivers that don't fill likely draws he can have - this can make it look more like you have a draw that is busted and you can get called light on the river check raise if he thinks you bricked a draw. If he has more made hands of moderate strength I would check raise the turn setting up a river shove if I can, though being out of position there are a lot of rivers which may be bad for you if you check raise and he calls. As I see it that is the balance of turn options and it comes down to how the person plays.

We need some c/r in this spot and this can never be bad to c/r. I will sometimes call here if we think he can VB and bluff rivers. If he has lower barreling stats i think we can take the standard c/r line

Since we need some check/raises in this spot anyway I think it's a good time to put in a raise. This will obviously depend on your opponents and you might want to leverage the fact that particular villain is likely to barrel again, but check/raising would be my default play here.

I would expect the EV of raising to be better than calling with plenty of draw combos out there. I wouldn't expect J9 to show up so much as a proportion.

I wouldn't make it big; just enough to make the shortstacked BTN feel priced in with a wide range.

Donking is also a good suggestion I reckon. Both players fit a loose passive pattern, so why risk anybody taking a free card with a draw.
