I'm struggling to make much sense out of this hand. What kind of range can I put villain on here?

Honestly their value line doesn't make too much sense other than a slow played AA or TT. I mean I guess they could have floated with AT on the flop but other than these hands I don't see much from a reg.

As we have no stats, if they are a rec then they could hand a ton of 8x hands here that called preflop. Against a reg I want to call, against a rec/fish I'd fold.

I would always lean towards folding. No idea if villain is a fish but if he is then I would expect him to float a lot of Ax on a paired board, and he can also pick up the flush draw on the turn which gets there. Not to mention a badly played 8x.

If he's a reg it's tough to call as well because it's hard for him to get to the river with a missed draw so he has showdown value almost always and players at these stakes don't bluff showdown value as a general rule.

Loose-passive players usually start leading when they get a piece and because of that, I'd certainly get away by the river if I played against this sort of player. Against a reg I'd be much more inclined to call since villain's line doesn't really make any sense.
