I'd go flat > 3bet > fold without any info. When it comes to suited connectors I think you should 3bet bluff some weaker ones that you can't call profitable, but calling T9s IP will definitely be profitable. One argument for 3betting is if the blinds are very aggro, but at anon tables you probably don't have that information.

Yeah what Komodo says. BTN vs CO I flat KQs - 76s and 3bet 65s and some gappers like 97s, T8s. If you 3bet it thats not horrid by any means I just think you can 3bet trashier hands than that. You calling range needs the protection more and your 3betting range has the nuts in it so put some shite in there with it!

I usually don't 3 bet the decent suited connectors BTN vs CO as it's a waste really unless you've got a nutcase squeezer left to act. No need otherwise to turn a profitable call into a bluff.

Standard for my 3 bet range here would be JJ+, AJs+, A8s-A2s, K9s-K6s, Q9s-Q8s, J8s-J7s, AQo+, ATo-A9o, KJo-KTo, QJo with the suited broadways making decent calls or 3 bets depending on who's in the pot or left to act.
